Revert "syntax-check: Enforce inside elements"
This reverts commit 1f29f3da065ef12d3ec39c3c673186f8ea6d764e.
Assuming is always used to document symbols is way too
broad, requiring far too many exemptions to be marked to
avoid syntax check rules.
