production-config: Temporarily drop arm64

Both our arm64 boxes are out of commission again.

I have filed a ticket to have the recently failed box investigated.
And I am working on the stretcb upgrade which will bring our
Thunder-X into service.

But for now this is the best we can do to unblock everything.
