Revert "arm64: tolerate host allocation failures"

We now have 4 working arm64 boxes and this is quite ample for our
current test matrix.  We have two kinds of box, too.  So, great.

This reverts commit 0705bed9e20ea4375e7ac9f8109ef955ebc6fe9c.
