Fix CodeQL warnings

- ExAllocatePoolWithTag is deprecated in Win10 2004, use
    ExAllocatePoolUninitialized instead
- QueryCapabilities structure contains padding bytes, using
    __AllocatePoolWithTag zeros this memory
