Set StorPortInitializePerfOpts

Sets DPC_REDIRECTION, OPTIMIZE_FOR_COMPLETION_DURING_STARTIO and
CONCURRENT_CHANNELS (to "multi-queue-max-queues") to improve StorPort's
distribution of SRBs to vCPUs.
