osstest: introduce build helpers for FreeBSD

Some steps of the FreeBSD build process need to be done as root, so
introduce some helpers to perform those steps:
buildcmd_stamped_logged_root and target_cmd_build_root. They behave
exactly the same as the non-root counterparts.
